[Question] How can I use OpenGl 2.0 api under Windows?

I read somewhere that Windows OS only supports OpenGL 1.1.
It may means that “Windows\System32\opengl32.dll” has no new APIs in OpenGl 1.2 ~ 2.0.

Can I user OpenGl 1.2 ~ 2.0 API under Windows OS?

If I can, How?
