OpenGL ES 1.1 without OS

HI All,
I am trying to develop OpenGL ES driver for our custom SoC which does not have any OS (yet). The SoC has an advanced GPU which is compatible with OpenGL ES 1.1
My query is, it possible to realize full OpenGl ES functionality without any OS? Any potential issues?

What kind of question is it? How are you going to work without an OS, write your own one? And who is supposed to write the GL ES implementation?
