I have downloaded the openGL Driver for my computer, DOes that mean i can write OpenGL code in my Program C++. Or is there a Program For OpenGL Code

Most compiliers will already have what it needed to use OpenGL. A good place to start would be downloading an example from http://nehe.gamedev.net/
There are examples for several different programming environments (some even more straightforward than C++).
