how they do that?

If anyone has ever played any driving game like need for speed or something you know how they use cameras. I want that same effect…the effect that the camera is not stuff on the butt of the car but is more floating behind it. If the car moves alittle the camera does not move much, if at all. Any suggestions on how to accomplish one of these looks?
