The easiest way would be to model it in 3ds max, maya, milkshape 3d, etc and load the model in your program.

I partial donut would be an arc shape. All you have to do is have a circle that you rotate by a certain increment until you reach the desired final angle. You use that circle to construct your polygons.
There is a EXT_vertex_weighting demo at nvidia that does this the easy way.
V-man
