well the thing is this laptop isnt really designed for games, but you can play games on it, and since the openGL games i had mentioned (like most openGL games ive seen) have some pretty low system requirements, you can pretty much play it on anything with the exception of the older systems…
but this came with vista originally when i bought it 2 yrs ago and from what ive seen intel wants nothing to do with any updates they need to be doing, and my OEM supports windows 7 on this computer, but they only have the generic computer support on the phone or i can contact them by snail mail (means im screwed in contact them if i have a serious problem like this since they dont have online tech support like email or live chat)
so yeah, guess i will have to make sure all my programs run direct x instead, and ill steer clear of openGL on windows 7 till i get a new computer
also i like how their support emailed me back saying im the only customer with this issue as ive seen many people like the OP try to contact them without any success
from their last email:

If we could find an email address from somebody from a higher position in Intel and start bothering him constantly. Every day.
so today i made another partition for the 32 bit version of windows 7 (i had the 64 bit version already) just to see if open gl would work and guess what…
it works
i dunno why but it must be missing or configured wrong in 64 bit windows (not sure if vista 64 bit vs 32 bit would give same results but im guessing it might)
I have always had 32 bit Windows 7 version but it still doesn’t work.
I said mate. I am gonna sell this and I will possibly buy a desktop due to good configured laptops cost at least 600 euros and for 600 euros you can have an amazing desktop beast.

hell if i bought a desktop for what i paid for this laptop id have a nice gaming computer probably lol
oh well, at least i got it workin for now, and this was the only thing holding me back from completely upgrading to windows 7
this morning i deleted the partitions and formatted my drive 
anyways, good luck on the computer hunt! i know i cant wait till i can get mine later this year

I have the same problem with the Intel 965 in my Inspiron 1525.
It seems that Intel doesn’t care about this issue.
BTW, there is an related issue using blender too! Great!

And according to the Blender’s site the Intel driver has a bug.
…and I still without my 3D working on Photoshop CS5!

Hey guys the ultimate solution to the problem imo is to download one of the latest linux distros and install it in windows 7, and just use it when you need opengl to work, thats what im doing.
i recommend linux mint 13 but any distro has drivers with full support for opengl…
