Vulkan Applications FPS plummets when window has focus (Windows 10)

Running Windows 10 Version 10.0.18363 Build 18363
Ryzen 3700X wi. RTX 2070 SUPER

Using GSYNC running at 144hz with nvidia beta drivers 443.15 (supports vulkan 1.2)

When the vulkan window has focus fps plummets, when the window does not have focus fps returns.

This issue occurs whether the application is running windowed or fullscreen. It is NOT specific to one application as I have tried this across different applications using both OGL and Vulkan, the issue only occurs with Vulkan.
