Viewer Independant Env. Mapping

Does anyone know of an Environment Mapping technique which is independant of the viewers movement? You see I am simulating a large area of water(an ocean and I want to use env. mapping to simulate the waves on a flat plane to keep polycounts low. The only type of env. mapping I have seen is updated while the viewer is moving, obviously the ocean does`nt stop moving when the viewer does, I need it to keep going! Any ideas?

You can either translate the texture matrix to scroll the texture (doesn’t have to be environment mapped) or you can animate the normals of the environment mapped surface.
