OpengL being a state machine, the answer is clearly : no, there is no need to resend them.
- I’m pretty sure (although I never tested), that if you do wglsharelist, then all programs gets shared and that includes everything about them.

No; that’s the whole point of program local parameters. Else environment parameters would be all you’d need.
