Scrolling normal maps to scrolling bump map

I was wondering if it was possible to have 2 scrolling normal maps which can then be applied to a texture to create a moving bump map? Where the texture will be stationary if that makes sense. I can attempt to clarify further, sorry I am not good at explaining myself.

I don’t understand what you are trying to do but with shaders you can combime textures anyway you like. So yes you can by using a formula to pick the values from the normal maps and the fragment uv to pick the texture colour.
