Can someone point me to some information of ROAM algortihms and implemenation of this kind of LOD algrotitims.

Search the Gamasutra, Flipcode, OpenGL archives, there have been articles and demos on the ROAM algo lately. Don’t forget to look at other LODs as well (ex: quadtree).
