Refresh Rate Problem

Every OpenGL game that I play, the refresh rate is locked at 60Hz. I have a GeForce 4 on a MSI KT4V motherboard, Athlon XP 2600+, Windows XP Professional Service Pack 1.

Can anyone help me find a way to change the refresh rate?
