I am to understand that all transitions in time line of adobe premiere can be real time (render free) if open gl driver 2.0 is installed. Can any one please help me.

First find out what video card you have, then go to the website of manufacturer (ATI, NVIDIA, 3Dlabs, …) and download latest video driver.
Of course not all cards have proper GL2 support, please tell us what is yours.
opengl is part of the graphics drivers themselves, for this reason all of those neat geforce demos made by nvidia use opengl since it allows for all those new features they come out with (like 64 bit colors, etc) to be used
it would take a year for directx to catch up, with gl they just make new drivers and wham
