on spec files

Well, i again faced the need of parsing the mess of spec files for pet project / playing around with GL. This time i got a bit carried away and turned spec files to xml format.
Its not perfect (i dropped some attributes) but is enough for me.

Biggest problem with them is that they were done semi-manuallly (regexps) and that they dont come from khronos, so you may or may not find them useful, but i thought id share anyways.
