Misaligned Seymour Bones

Still Trying to get Seymours bones to align to the mesh. The mesh and textures are loading fine.
The skeleton base joint info shows a skeleton flat in a plane at y about halfway up the model.
After applying the rotations for each joint, the bones are roughly limb looking but sticking out in odd directions. I’m applying transformations in the order I encounter them. Do I have a rotation order issue? Or Post vs pre multiply issue?

Should the skeleton match the mesh with just this info? (The main thing I need to know.)
