I need to learn openGL for a job opening…how long will it take to get a superficial knowledge of all the constructs and features involved…i know C/C++ and Perl…is it related to any of these?/

To answer your question, C/C++ will really help, as OpenGL has native bindings to C, and most GL tutorials are written in C/C++.
If you really have no experience in graphics programming, it will be a bit harder though.
Go for the good NeHe tutorials at http://nehe.gamedev.net/ there are both basic starters and more advanced stuff.
