They do the same thing, but comes from different sources. If the OpenGL version number is less than 1.4, the ARB-less version may not be available. If the ARB_window_pos extension is not supported, the ARB-version may not be available.

You should look at the OpenGL version, which is reported as 2.0. Also, the ARB_window_pos extension is reported, so you can access both versions.
