Frustrated with the Enable-or-Disable Function on an Implicit Layer or an Explicit Layer

I have Vulkan 1.4, and I am frustrated with the enable-or-disable function on an implicit layer or an explicit layer. If I want to disable an implicit layer or an explicit layer, the value data should be 0. But if I want to enable an implicit layer or an explicit layer, the value data should be 0. I hope that I got the function correctly.
