are the parameters definitions via newparam local to the effect they are declared in, or other effect may reference them also?
newparam can be met under <profile>, <effect> and <technique>, can for example <technique> define a parameter with the same sid as the parameter in <effect> higher in the hierarchy, or they all must have unique sids?
