Compiled Vertex Arrays (CVAs)

Does anyone know how to create a compiled vertex array. I only read about them recently and don’t quite know what they are even so any pointers to resourses on the web would be most helpful.
Also if anyone does know anything about how normals, texture or colours are stored in the arrays (if they’re stored) it would be great to have that information as well.
