C++/OpenGL to app?

I have a C++/OpenGL program developed in MSVS 2015 Community platform on Win 10. Now, I want to “convert” this to an app (Android first, iOS maybe). Incidentally, the graphics is mostly 2D, particularly 2D texture manipulation.

What would be the best way to go about this? What development platform to use? Suggestions would be welcome. Thanks.
