Are animation keys local or global?

Are translation, rotation, and scale keys local or global? Inverse bone matrices are global, so I am not sure.

translation and scale are FLOAT_VEC3 values in the local coordinate system. rotation is a FLOAT_VEC4 unit quaternion value, (x, y, z, w) , in the local coordinate system.
