There is not to my knowledge a function in OpenGL to do what you ask.

Should be extremely easy for you to create a function which accepts the 3 parameters you mentioned and draw a set of lines to represent the arc.

You should be able to do it with gluPartialDisk:

The gluPartialDisk function draws an arc of a disk.
